Connotation and Path of Characteristic Development of Small Towns under Supply-side Reform: Cases of the First Batch of Chinese Characteristic Small Towns in Yangtze River Delta Region

Abstract: In the past,urban-rural factor flows have bypassed small towns in the round of economic growth under demand-side stimulation.The supply-side reform could help small towns get out of the dilemma in three aspects:system mechanism,factors of production,products and services.The essence of characteristic development of small towns is to identify local characteristics by taking a regional perspective while paying attention to urban-rural differences,and construct the "urban-town-village" factor flow based on local characteristics.The process includes the rational concentration and allocation of internal resources,as well as the establishment of a mechanism of exporting resources to cities and villages.To realize the characteristic development of small towns,we should follow the path of "reforming the institutional framework,facilitating factors flows-recombining factor resources,optimizing the internal structure-exporting scarce value,providing effective supply".Finally the first batch of Chinese characteristic small towns in the Yangtze River Delta region are used as typical cases to illustrate the path choices,which conforms to the developmental ideas under the supply-side reform.
