Abstract: In February 2017,the Central Office of the People's Republic of China issued Opinions on Delineating and Adhering to The Red Line of Ecological Protection,which marked the formal launch of the delineation requirements for ecological protection control lines at the national level.At the same time,the towns of underdeveloped regions in China are facing the challenge of ecological protection and spatial development.Using spatial planning in Jingyuan County of Ningxia as an example,this paper explores the delineation method of control line system in spatial planning in underdeveloped regions in China.Based on an indepth analysis of the current situation in the city (county),this paper puts forward the methodology of defining the control line:guidance by city plans,multistakeholder participation,strict observance of control lines and intensive development.The paper also propose a methodological framework and specific methods of control line delineation in order to enhance efficiency.
